Work of the commission by estimate of a damage caused to Latvia by a communistic mode, will last till the end of 2010. It on Tuesday was declared by the head of commission Edmund Stankevich. He also has underlined, that “the commission problem – not only to count up losses, but also to define number of victims of an occupational mode and a place of mass burial places. It is necessary to generalise both the information on reprisals and mass deportations”. |
Станкевич has specified, that data in various areas are already obtained, but “for their summation it is necessary to spend, according to methodology, difficult recalculations to establish the uniform rate of exchange of the different periods of time in which different currencies” were used.
“Experts together with the commission should make of the decision, what figures can be documented, what – to leave as an assumption in an explanatory part and what can be summarised – depending on the used methods of calculation”, – has noted Станкевич.
As he said, calculations should be more exact and legally proved that they were clear the international public and “have served as the proof for Russia which are a heiress of the USSR”. “This work will be executed in 2009, therefore while, actually, still it is impossible to tell, what will be a total amount”, – has added Станкевич.
He has added, that “in 1990 generated by Ministerial council of Latvia the commission together with the Union of the Latvian scientists (under the guidance of professor Modrisa Shmulders) has executed the first calculations of a damage to answer to Russia on a question,” who to whom should ".
“The damage caused to Latvia for the sum approximately 120 млрд roubles without inflation has been counted up. As work was conducted in the big haste on purpose to prove, that Latvia owes nothing Russia essential positions over which the commission now works have not entered into this sum many. Thus, the actual amount of damage definitely is much more”, – he has noted.
Станкевич has told, that “by the end of year results of some researches, for example, about losses of libraries during occupation are expected; a damage from armed forces of the USSR in 1944-1999; about the losses which have arisen at the Latvian cultural monuments at a mode of occupation”.
After commission formation in 2005 25 its sessions have taken place. But Russia has already declared, what not намерена to discuss a question on damage compensation. For example, the head of the international committee of the State Duma Konstantin Kosachev named earlier attempts of Latvia to demand financial indemnifications at Russia during so-called “the Soviet occupation” “not having any legislative ground”.
“This invention of certain natsional-radical forces of Latvia does not have any legal prospect. And our reaction to this invention will depend on how authorities of Latvia will react to it”, – has told Косачев.
Thus it has reminded, that similar attempts are undertaken already far not for the first time. “I see in it defined ущербность those who is engaged in such unseemly business. There is a sensation, that someone in Latvia tests certain complexes because at first this republic in the late thirties could not defend the independence of Soviet Union unlike the same Finland and then as the nation anything special has not shown itself in struggle against nazism in days of the Second World War”, – the Russian member of parliament has noted.
At the same time Косачев has noticed, that реанимирование this initiative is a new attempt of certain forces in Latvia not to admit improvement of the Russian-Latvian relations.
