How to survive in Медуми?

In edition of the newspaper “Million” with the letter inhabitants of settlement Medumi concerning “very heavy” tariffs for heating, hot and cold water have addressed. The leader on the scale of the state on increase of heating tariffs is the city of Daugavpils. Growth from 34 percent, but also Медуми ненамного lags behind, there growth of tariffs for heating hardly more than 30 percent. In Daugavpils and Медуми new tariffs are entered since October, 1st of this year, and in to Riga only since October, 15th, and after all people in capital receive more and are is better protected socially. In Riga change mayors is more often, and under the present the armchair but while Mr. Birks and as at us keeps shakes…

Let’s not accuse without adducing any proof a volost management, and we will compare tariffs to neighbours. We take Sventsky volost. Arthur Ionan is engaged in volost municipal services. Let’s return to settlement Medumi. At the desire of inhabitants, the newspaper “Million” under edition of Mr. Nemtsov leading party “Латгалес Таута”, has decided to understand and penetrate into problems of tariffs. The meeting with inhabitants of settlement on October, 6th, 2008 has taken place.

The chairman of volost, Mr. Poltavets, was absent: is in Spain that does two times a year, according to its fellow countrymen. Emotions and pragmatic speeches overflowed the gathered. Representatives of administration of volost tried to defend, but their arguments sank in a rumble of voices gathered. In a kaleidoscope of speeches the objective sad picture appeared.

In the next volost the tariff for heating half less, is about what to reflect and talk. In Kalkunsky volost boiler-house modernisation, therefore tariffs of this volost is made we will not touch, but the modernisation fact is the fact. Acting, Mr. Veveris, the former chairman of volost, has explained developed situation with tariffs. Since 1994 for 2000 the tariff for heating did not vary. It made 20 centimes for 1 square metre of a living space, and the life those years was not easy. People set questions: why this technics is sold? Why for work in wood in volost there are no people? Mister Veveris publicly at meeting has declared, that business wood is on sale, and on fire wood there is rotten and mouldering waste. The bought fire wood has 50 percent теплоотдачу from normal fire wood.

In a heat transfer it is called as entropy. Further it was a question of purchase of fire wood. Fire wood is bought on competition conditions, here all under the law, but following the results of competition one applicant for delivery of fire wood appeared only. In last cold season fire wood was bought on 9 латов, but the tariff for heating rose twice. Now the procurement price has jumped up to 13 латов for cubic metre. By the way, in Sventsky volost purchase of fire wood at the price of 13,57 лата, but at them is not present wood which is brought in the Ground book.

Inhabitants proved, that the tariff for heating should be 0,6-0,7 лата for 1 sq. m since wood volost, and the electric power rise in price slightly raises the tariff for heating. The warranty period of coppers has ended in 2004. By and large is a scrap metal, hence, the volost management needed to solve for a long time this problem. The fried cockerel has started to peck only in this season: life defines consciousness.

At the initiative of inhabitants the statement in volost on an emergency meeting of deputies under tariffs is handed in. Inhabitants of volost are disturbed by a condition of cold water, to name its potable water language does not turn. The chief of municipal services of volost said at meeting, that water analyses are made, and water corresponds to norm. It is written two projects on water, both of them are in to Riga. I think, that the deputy of the Diet Mr. Ajzbalts could accelerate advancement of these projects, after all Medumsky volost not the another’s: the regional management helped to lay here free of charge asphalt to summer residences, and here for street Alejas there is either no money, or asphalt, and to the secretary general “a Latvian way” this street to what. A question: why in Свенте there is a station on ожелезнению waters, and here in Медуми is absent? The answer is not present, health of people excites nobody.

The curious fact: in high-rise buildings in Медуми the general counters on cold water are established, and the payment in 1 armour of 89 centimes undertakes from the person without indications of the general counter. Here such charades should be solved to inhabitants. Representatives of volost council could not clear the answer to this question. Probably, submitting to the general impulse, the volost has established counters, and they are not necessary.

Inhabitants of settlement Medumi exhausted in a corner mentioned the facts with which computerisations in a century them irritate: two secretaries in the volost, three bookkeepers. Three new motor vehicles for some last years, and according to people, on the money spent on one авто are got, it is possible to buy two tractors for volost. Reproaches sounded, that deputies are engaged in by the affairs and “wake up” only at the moment of re-elections. Questions were strewed: why not to construct a new boiler-house, after all now there are various updatings of coppers on щепе, опилочных granules, black oil, gas, fire wood etc.

The volost budget makes 543 thousand латов, but on financing of a bath, water, wells etc. deputies ignore pre-election pledges. The facts were mentioned: to cut off суки on trees – there is no autotower, to establish the signs warning, that the road leaves under a right angle – there is no political will. With external illumination too problems…

All of us we know, that in Latvia there will be a regional reform. The Medumsky volost will be united with Kalkunsky volost. The centre, most likely, will be in Калкунах. Hence, Медуми will gradually die, and people will dissipate, if so concern this area. Whether will increase this association of possibility and material welfare of simple people?

I will fairly tell, that I do not know. I know, that per second half fiftieth in Latvia there were three areas: Daugavpilssky, Riga and Liepajsky, and then there was again a reorganisation. Our Mane was at that time a separate city, but it is history.

Elections since March have transferred to local governments on unsuccessful summertime – on June, 5th, 2009. Pre-election race begins. Local “царьки” hope досидеть without problems before re-elections as it is fast грядет reorganisation of self-managements.

What to do to simple people of settlement Medumi to whom impose “very heavy” tariffs for heating and water? What does the management of a regional thought think in this occasion? After all all secret becomes obvious. Why voters choose inutile “servants of the people”, and then охают and gasp from 4 till 8th years? Why liberally-democratic values are rejected, and the civil society cannot develop in any way?
