Last Thursday at the next session of a municipal duma 36 questions were considered, four of which appeared as additional. Differently, these questions were not considered preliminary on one of committees and consequently, deputies should make on them of the decision to a descent, without careful preliminary studying of a question. |
Strictly speaking, the new account in rules of hot and cold water is not present anything – the same as it was till now, tenants of apartments, and also firms, should submit receipts following the results of a month in which to specify, how many cubic metre of hot and cold water have been used by them. New here – that now default of this duty becomes administratively punishable. What does it amount to? if someone does not submit in time the receipt on the spent quantity of water, it will cause on the administrative commission which will appoint the penalty.
It is impossible to tell, that the question has passed so smoothly: discussion – and rough enough – lasted about 40 minutes. Some deputies nevertheless had doubts – whether not too strict measures are provided. As a result of discussion additions have been made to the decision project – that the penalty will be raised only if the receipt is not submitted two months on end and for the disrespectful reason. If the person, say, was in hospital or on a trip and in time has informed on it ПЖКХ, the penalty will not be. And if the receipt simply напросто is lost (and such happens), or the elderly person, suffering memory problems, has simply forgotten to throw a leaf in time? So reservations though had the purpose a little to soften a situation, however hardly will help all on whom – deservedly or незаслуженно – in the near future can impose the penalty.
The initial sums of penalties named in the project, in itself can finish inhabitants of our city to heart attack: from physical persons – to 100 латов, with legal – to 500 латов. However Rita Strode has suggested to be limited to to take from physical persons on 10 латов. Surprising kindness! Not clearly only, really even the chairman of a thought did not read in advance prepared project of the decision? Somehow it is poorly trusted.
And if read and saw the sum 100 латов, appearing there why has not corrected it at once? The answer is obvious to everyone: where it is more pleasant to show “kindness” on a thought public meeting – let townspeople see, how the mayor cares of them: at first makes of the decision about 100-latovyh penalties, and then there and then graciously reduces them in 10 times. Such “focus” practised in days of old: the person sentenced to a death penalty, and at the last minute replaced it with life imprisonment or penal servitude. Was considered, that “pardoned” should be happy and grateful…
Such moment – though the Mrs. the mayor is interesting also and tried to tell what to punish someone – in this case not an overall objective, it is literally in a minute has noted: if people do not pay, for example, for the electric power, an electricity disconnect. Water you will not disconnect – therefore it is necessary to punish at least so, from a principle. And Rita Strode has underlined, that punishment should follow not for non-payment, namely for not submitted documents.
Apparently, it should be understood so: even if the person regularly pays for water, but its receipt for any reason is not has reached to ПЖКХ, – wait for the penalty!
That mean 10 латов for the majority даугавпилчан, to explain it is not necessary. About to what moral condition inhabitants of our city are finished by growing tariffs, speaks at least such small example. Annually before the cold season beginning in “Million” edition the set of calls with the same question is distributed: “When, at last, will start to heat? In apartments coldly!” It – I repeat – happens every year, and such calls always was much. This year – any! People have got used to all – to hunger, a cold, absence of demanded treatment. A situation – almost as in a wartime. And against all it think out and enter any new penalties those whom absolutely spit on the people living in our city can only.
