Как correctly to write our names and surnames, will solve the European court under human rights in Страсбуре
Claim essence: on the basis of the Latvian legislation names and surnames join in grammatical system of the Latvian language. As a result all names and surnames of not Latvian origin are in full or in part deformed and lose the initial, national and ethnic form.
And it, first, is discrimination to a sexual sign:
It is impossible to receive the same surname, as at the spouse;
Indeclinable surnames are declined. All man’s names and surnames should have the termination-s,-s. Female-.
Secondly, change of surnames conducts to phonetic change:
It is deformed not only the form, but also sense. Outside of Latvia surnames will be read: Shishkin – Сискинс, Пышкин – Пискинс, Schukin – Сукинс. Names: Elena – Джеленэ, Julia – Джулиджа. Are forbidden and should be cleaned from names and surnames dual consonants: bb, cc, dd, ff, gg, hh, kk, pp, ss, tt, vv, zz, combinations of consonants. For example, Savva Miller becomes Sava Милерсом.
Thirdly, to name the child without distortions it is possible only, if a name Latvian. The novel becomes the Romance, Mark – Marx, Phillip – Филипс, Simeon – Siemens, Ян – Янис.
It is infringement of the international legislation and human rights. The Latvia which has incurred the obligations on observance of the General declaration of human rights (the General Assembly of the United Nations accepted at the third session by the resolution 217 And (III) from December, 10th, 1948) and the European convention On protection of human rights and basic freedom (accepted on November, 4th, 1950 in Rome), has roughly broken the specified international rules of law, the bearer of the claim considers.
The statement about that distortion of names speaking another language and surnames is caused by exclusively linguistic features of the Latvian language, – lie! If it was so in transfer into other languages these names and surnames would get the initial form… But also while translating my documents on other my languages the name and a surname are all the same written with the termination s: Русланс Панкратовс/Ruslans Pankratovs, – Ruslan Pankratov writes in the claim.
Also underlines: Such new, облатышенное the writing of mine of a name and a surname destroys my communication with parents and ancestors and is illegal intervention of the state in my personal both home life. The name and a surname given to me at a birth, are firm and cannot change without my consent law ЛР On a state language, accepted in 1995. My changed name and a surname give false representation about my accessory to the nation to which I do not belong as though I was ashamed to remain Russian… My Russian nationality and an ethnic accessory are same equal in rights, as well as Latvian, and I do not consider necessary to give any advantages in SPELLING as such advantage has for me discrimination character.
Claim consideration in the Strasbourg court probably already in the end of next year.
